This project is aimed at allowing Lego fans to recreate a scene from Return of the Jedi when Emperor Palpatine makes his grand arrival at the "under construction" Death Star II, orbiting the forest moon of Endor.
Although we've had older sets like "Imperial Inspection", none have captured the grandness or scale of the occasion, and the shuttle was very basic and did not allow fans to have Palpatine exit the vehicle as he does in the movie.
This set would comprise a more movie-accurate shuttle and *far* more Imperial troops to better represent this iconic scene from ROTJ.
We'd include an Imperial Shuttle (Lambda Shuttle) similar to earlier versions, but with one important difference: it would open from the undercarriage as it does in the movie.
I'd really like the shuttle to be a bit more detailed - but obviously not on the scale of the UCS shuttle. Somewhere between the UCS model and the previously released "Imperial Shuttle", but better design to load the Emperor and his entourage.
Also included would be a base plate for the shuttle to land on, and for troops to be assembled upon. To better establish credentials as a construction set, may need to add extra brick-based features or potentially a TIE fighter to sit in the hangar bay.

1x Emperor Palpatine,
1x Darth Vader,
1x Moff Jerjerrod (commander of the Death Star - not previously released)
2x Red Guards,
2x Emperor's Advisers (not previously released)
Now to keep the set realistic, and to keep in line with Lego's playset scaling, reducing the number of Imperial troops to four groups of 9 figures, so they could be arranged 3x3.
9x Imperial officers
9x Scout Troopers
9x Death Star Troopers
This amounts to a total of 43 minifigures. This seems like a lot, the previous maximum I've seen was in the Death Star set (24 minifigures), but I think it's a realistic number to recreate the nature of this scene from the film.
If this is still too prohibitive, then I think it could still work with four groups of 3x2 (24 figures) plus the core 7 for a total of 31 Minifigures. This would provide two layers of troops.
